The United Nations Fund for Population Fund is the largest source of assistance to developing countries on issues of reproductive health and population. The UNFPA operates primarily in five areas:

§ Promoting universal access to reproductive health, including those related to family planning and sexual health for all couples and individuals;

§ Support strategies on population and development and capacity building in population programming;

§ Promoting awareness of population issues and development and advocacy for the mobilization of resources for the implementation of population policies and programs.

§ The promotion of equality and equity between the sexes

§ Humanitarian Assistance in the field of reproductive health

As such, UNFPA, the United Nations lead agency responsible for monitoring the implementation of the Programme of Action of the International Conference on Population and development (ICPD), working in partnership with governments, UN agencies UN, NGOs, various bilateral cooperation agencies and civil society.

ServicesAREAS:

1. REPRODUCTIVE HEALTH (RH):

§ promote the provision of RH services;
§ Increased demand for RH services;
§ promotion of RH in schools and not school.

2. POPULATION AND DEVELOPMENT (P & D):

§ updating and operationalization of the National Population Policy;
§ support the completion of the 3rd population census and habitat;
§ support the completion of the Demographic and Health;
§ Support the establishment of a database of socio-demographic;
§ Advocacy for membership of leaders and decision makers to population issues, reproductive health, equality and equity between the sexes.


3. GENDER, CULTURE AND HUMAN RIGHTS:

§ Support for the promotion of equality and equity between the sexes, especially by strengthening the capacities of women in management of economic activities and reproductive health;
§ support for extension of documents against discrimination against women;
§ Support for the extension of the Family Code.

The purpose of the 5th, which runs from 2008 to 2012, is:

"Helping to improve the quality of life and well-being of Cameroonians through:

(I) promotion of quality reproductive health services including prevention of HIV and AIDS

(Ii) taking into account the interrelationships between population and development

(Iii) promotion of an environment conducive to gender equality and equity between the sexes "


7 Products expected from this Program:


1. Reproductive Health

§ National capacity to reduce morbidity and maternal mortality increased. (The repositioning of family planning (FP), including support for the implementation of the security plan for RH commodities (RHCS) Strengthening institutional and technical capacity to provide obstetric and neonatal emergencies (SONU) and quality of postabortion care (PAC) The extension of the activities of prevention and treatment of obstetric fistula; The promotion of community-based services; v) expansion of RH services to businesses private sector)

§ Capacities of national service providers to promote behavior change for the SR increased (including prevention of STIs and HIV). (The promotion of voluntary counseling and testing; Promoting family life education and population education (EVF / EMP) in public schools, promotion of know-how (lifeskills) and knowledge be for school youth);

§ Capacity of health services, communities and national institutions strengthened for the management of health system responses to crises, humanitarian response and resource mobilization. (Strengthening planning, monitoring and evaluation program SR by the establishment of community health development plans, development of mechanisms for sharing costs of care, support the development and updating of normative and strategic SR; Strengthening information systems for Management (HMIS) development of the contingency plan of UNFPA in accordance with national priorities).


2. Strategies on population and development.

§ Technical and institutional capacities of national counterparts strengthened to integrate population issues, reproductive health, gender, culture and human rights policies, strategies, plans and development programs at all levels. (Support for the Government in analyzing the interrelationships between population, reproductive health, gender, culture, human rights and development using various data sources);

§ Technical capacity of national staff in charge of integrated management information in the field of population and development, strengthened. (Support to Government in the development and implementation of an information system using updated statistical data from administrative sources, social (marital status, health, education, employment, youth); The development of a database Integrated Data for monitoring and evaluation of MDGs, strategies for poverty reduction, development plans and sectoral programs)


3. Genre

§ Strengthened capacity of national staff to integrate gender issues, gender, culture and human rights in the design, implementation, monitoring and evaluation of policies and social development programs. (Developing and disseminating tools and methodologies to mainstream gender into policies and sectoral strategies and in particular the PRSP)

§ Capacity of Ministries, NGOs and community networks strengthened to prevent gender-based violence and decision encharge victims of such violence. (Training social workers and medical personnel and judicial preventing gender-based violence and support victims advocacy to sensitize community leaders to harm of female genital mutilation; Distribution through NGOs and local networks , laws and legal instruments related to the family; promotion of behavioral changes and functional literacy among women and men)


RESULTS OF PROJECTS IN THE LAST FIVE YEARS:


1. On Population and Development

§ Collection and analysis of data on population improvement (support for the realization of the Demographic and Health 1998)

§ Establishing a database of socio-demographic decision making and formulating the implementation and monitoring / evaluation of policies and program

§ National Population Policy updated and validated.

§ National cadres trained in project management, analysis, exploitation and processing of vital statistics.

§ Authorities and public awareness issues and achievements of the people.


2. In Reproductive Health

§ Concept SR-defined and introduced policies and programs in the country's health priorities.

§ Development of a sectoral strategy in SR.

§ Establishing a program of expansion and strengthening of RH within the primary health care (medical staff training, provision of essential drugs, contraceptives and medical equipment, rehabilitation of health infrastructure, integration of reproductive health services in district hospitals and health centers).

§ Introduction of an education program in family life for workers in business.

§ Support to 3 listening centers for youth ((CAMNAFAW (2), OFSAD).


3. In Advocacy

§ Creating a network of parliamentarians in population and development

§ Creating a network of communicators in population and development

§ Advocacy for resource mobilization for the implementation of the 3rd General Census of Population and Housing

§ Advocacy for the mobilization of counterpart funds for activities in population.

§ Promotion of gender issues, improving the socioeconomic status of women and gender equality


4. Strong collaboration with other UN agencies as part of its 4th Programme FAO, UNESCO, ADB - and the UNDAF, where two thematic groups chaired by UNFPA.


SHORT-TERM OBJECTIVES:

1. In Population and Development

§ Support to the operationalization of the national population policy to date.

§ Strengthening institutional capacities and national human resources, populatio and development.

§ Support for the implementation of collection and analysis of data (EDSC-III and 3rd GPHC).

§ Maintenance of basic socio-demographic

§ Support the inclusion of the gender approach in planning, implementation and monitoring and evaluation of policies and programs


2. In Reproductive Health

§ Increased availability and utilization of quality RH services in 27 health districts of 09 provinces.

§ Improved reproductive health of youth and adolescents.

§ Strengthening management services and health information system.

§ Increased demand for RH services particularly through communication activities for Behaviour Change - CCC.

§ Strengthening the local response in the fight against HIV / AIDS.

3. Advocacy

§ Realization of a plea for people to join the program (including support networks).

§ Elaboration of the national strategy of IEC / Advocacy in Population and Development

§ Establishing a program to fight against all forms of discrimination against women.


FINANCIAL ASSISTANCE DURING THE NEXT FIVE YEARS: 17.75 million U.S. $


FUTURE ROLE OF THE ORGANIZATION IN THE CONTEXT OF GLOBALIZATION:


As part of its mandate, UNFPA contributes to the achievement of all Millennium Development Goals and more specifically the following objectives:

§ GOAL 1: Eradicate extreme poverty and hunger

§ GOAL 2: Achieve universal primary education for all boys and girls

§ GOAL 3: Promote gender equality and empower women
