ServicesIn Angola, Cameroon, Equatorial Guinea, Gabon, the Republic of the Congo, and São Tomé and Príncipe, the ICRC monitors the domestic situation, visits security detainees and restores family links for refugees. It pursues long-standing programmes to spread knowledge of IHL among the authorities, armed forces and civil society, and supports the development of National Red Cross Societies.
.The ICRC's regional delegation for Central Africa has been based in Yaoundé since 1992.

The ICRC visits security detainees in Angola, Cameroon, the Congo, Gabon and Equatorial Guinea to ensure that their living conditions and treatment comply with international standards. These visits also allow detainees to restore contact with loved ones by means of Red Cross messages (brief personal messages between relatives separated by conflict). The ICRC provides its family-links services (personal messages and tracing) to refugees as well, and helps reunite children with their families.

The delegation provides technical support for implementation of international humanitarian law in the countries that it covers and promotes awareness of and respect for the law applicable to armed conflict and other situations of violence among governments, political leaders, armed forces, the gendarmerie, the police, universities and the media.

The ICRC also helps the National Societies' build the capacity needed to restore family links, prepare for and respond to emergencies, and promote the basic rules of humanitarian law and the fundamental principles of the International Red Cross and the Red Crescent Movement. In the Congo it assists the National Society in the fight against cassava mosaic virus disease.
